Participating Leagues:
CAL,
CVC, MLL, PVL, SCAC, TCC, TVL, VOL and WAC.
1. Automatic Entries (24):
Each league will receive two automatic entries with the following receiving
three entries - CAL, PVL, SCAC, TVL, VOL and WAC.
2. At-large Entries (8): There
will be eight at-large qualifiers based on total number of wins during the
regular season (preseason and league competition combined).
C.
Divisions:
Divisions will be declared
after the 32 teams have been determined.
1. Division III: Division III
will be comprised of the 16 largest (by 2008 CBEDS enrollment) schools among the
32 qualifiers.
2. Division IV: Division IV
will be comprised of the remaining 16 teams.
i. Division IV-A: The eight
largest schools in Division IV will occupy the top half of the bracket.
ii. Division IV-B: The eight
smallest schools in Division IV will occupy the bottom half of the bracket.
D.
Game Director:
Host schools will provide a game director for Nov. 20, 27 and Dec. 4 games.
Game directors for the final games at Folsom and
Lincoln-S High Schools will be Section staff.
E.
Officials:
Officials will be assigned by the Assignor of Officials in the area where the
playoff games are to be held. Officials for the final game will be supplied
jointly by both Assignors of Officials.
F.
Security:
Police protection will be provided by host school at the local rate.
G.
Emergency Services:
The host team shall endeavor to have medical emergency services available.
H.
Gate Personnel:
Ticket takers and sellers (in accordance with tentative budget) will be provided
by host school at local rate.
I.
General Playoff Regulations:
1. The 2009 National Federation football rules
will prevail during the football playoffs.
2. All tie games
will be resolved by the 10-yard tie-breaker
system as outlined in the National Federation rules for 2009, pages
88-89.
J.
Official Ball:
The official ball for the CIF Sac-Joaquin Section/Les Schwab Tires Football
Playoffs Presented by Farmers Insurance will be the Wilson GST (1003). Other
acceptable balls will be the Wilson F1001 or F1005.
K.
Game Jerseys:
Host team will wear dark and visitors will wear light jerseys.
L.
Halftime Activities:
1. Halftime will be equally divided between the
participating schools.
2. If one school declines to perform, it shall
relinquish its time to the other school.
3. Halftime period will be 20 minutes. If the
field conditions are poor, as determined by the officials, there will be no
halftime activities and the period will be 15 minutes.

Parking:
An undetermined parking fee will be charged at
both Folsom and Lincoln-S High Schools for the finals contests.
N.
Rooters buses:
Rooters bus adviser will pay admission charges for rooters at the admission
gate.
O.
Passes:
1. No league, district, school, NCOA or Section
gray passes will be honored.
2. Only Section teal PLAYOFF passes, Section red
PRESS passes, State courtesy cards and State or Section Gold Lifetime passes
will be honored.
3. Twenty additional PLAYOFF tickets will be
issued to each contesting school (to be distributed by the principal).
4. Coaches wishing to scout possible future
opponents during the playoffs should contact the athletic director of the home
school and provide the home school with the names of the coaches (maximum of
six) who will be scouting said game. The Section office will allow the coaches
whose names are provided ahead of time to be admitted free to said game.
P.
Spirit Squads:
Bands, song leaders, cheerleaders and mascots from contesting schools, when in
uniform on the date that their school plays, will be admitted free. Pass gate to
be used at the field.
Q.
Other Personnel:
Spotters, statisticians, camerapersons, walkie-talkie persons, phone persons and
announcers.
1. One cameraperson and one phone or
walkie-talkie person will be admitted from each school.
2. Two statisticians and two spotters will be
admitted from each school. Statisticians will not be allowed on the field.
3. Announcer will be provided by the host school
and is to be an impartial reporting adult.
4. If press box facilities are limited at the
host school, arrangements will be made for equal facilities.
R.
Bands and Noisemakers:
The following rules regarding
noisemakers and bands are to be followed by all CIF Sac-Joaquin Section schools.
1. Noisemakers at ALL indoor events are
prohibited. Non-mechanical handheld devices (i.e., small cow bells and thunder
sticks) are allowed at outdoor events, excluding baseball and softball.
Whistles, air horns and other air-powered or
mechanically powered devices are prohibited at ALL events.
2. Bands are encouraged to attend and participate
in playoff contests. The visiting school must make prior contact with the home
team if they plan on bringing a band to a playoff game to ensure appropriate
seating. The Section office, prior to the event, must approve bands
participating at neutral site Section finals.
3. Bands are not allowed to play during the
course of the actual contest. In the sport of football, they may play during
timeouts, halftime or in between plays.
4. It is the responsibility of the site
administrators to make sure the above stated regulations are enforced.
5. The game officials may stop a game and seek
help from the site administrators if they believe the regulations are not being
enforced.

Administrators:
One administrator from each participating school is to be present; check in with
host school administration.
T.
Player Eligibility:
Only players who are eligible according to CIF, league and local school rules
will be eligible for the playoffs.
U.
Financial Reports:
Each game director will submit a financial report with profits to the Section
office in accordance with tentative budget.
V.
Publicity:
The Sac-Joaquin Section office, game directors and competing schools will
publicize the playoffs throughout the Section. Please publicize as the CIF
Sac-Joaquin Section/Les Schwab Tires Division III-IV Football Playoffs Presented
by Farmers Insurance. Radio or TV broadcasting may be authorized by Section
Commissioner. Contact the Section office for specific fees.
W.
Programs:
1. Programs for the first three rounds will be
provided by host school; all profits to go to the host school. Program
information shall be forwarded to the host school as soon as possible.
2. Program for the finals will be provided by the
Sac-Joaquin Section. Please submit your team roster online to maxpreps.com by
November 12,
2009.
Schools are responsible for submitting
their own rosters. If the roster is not received by the deadline, your school
will be left out of the program.
PHOTOS: Schools are requested to submit a team
photo by
November 12, 2009
for inclusion in the program. Photo should be
sent electronically to
jwilliams@cifsjs.org.

Awards:
1. A championship pennant will be awarded to the
1st place team.
2. A 2nd place plaque will be awarded.
3. Patches will be awarded to members of the
championship team.
4. Patches will be awarded to the members of the
runner-up team.
5. Certificates will be awarded to each
participating team.
Y.
Transportation:
The cost of one vehicle, if used, will be reimbursed by the Section for each
playoff game attended at the rate of $2.00 per mile (CSAA mileage quote of
mileage voucher). PLEASE REQUEST MILEAGE REIMBURSEMENT AS SOON AS POSSIBLE (BUT
NO LATER THAN DECEMBER 18, 2009).
Z.
Film Exchange:
There will be a mandatory exchange of two complete game films of the regular
season for those teams advancing to the playoffs (school will choose which two
films to be exchanged). Also, one complete game film will be exchanged for each
game played during the playoffs.
AA.Pre-Game
Meetings:
Division III Finals:
A meeting between the two finalists will be held at Folsom High School on Monday
or Tuesday, Dec. 7 or 8 to go over details for the game. Principals, A.D.’s and
the head coach should attend. Date and time to be determined.
Division IV Finals:
A meeting between the two finalists will be held at Lincoln-S High School on
Monday or Tuesday, Dec. 7 or 8 to go over details for the game. Principals,
A.D.’s and the head coach should attend. Date and time to be determined.

Maps:
Maps to playoff sites are available on the Sac-Joaquin Section Web site (www.cifsjs.org).
They can be found through the navigation bar under MAPS.
NOTE: It was agreed that generally the host
school would assume responsibility for the game details and management, that the
local rates for services would be paid in accordance with the tentative budget;
that concessions would be handled locally with profits to go to the host school;
and each school would provide their own towels and locks.

CIF STATE FOOTBALL CHAMPIONSHIP
BOWL GAMES
INFORMATION
The CIF State Football Championship Bowl Games
will be played in five divisions (North representative vs. South representative)
on Friday, December 18 and Saturday, December 19, 2009 at the Home Depot Center
in Carson, California.
The Selection Committee will consider all
football teams that win Section championships throughout the state of California
and select one North school and one South school in each division.
Also, to be considered for selection, Sac-Joaquin
Section schools must fill out the enclosed
Intent to Participate form (See Page 9) and fax
it back to the Sac-Joaquin Section office no later than Friday, November 20.
